Horsehoe Cincinnatti Gutted its High Limit VP

Horseshoe Cincinnati opened in March 2013 with 9/6 Jacks or Better and NSU Deuces Wild in their High Limits room. They had and have very poor VP in lower denominations. The high limits machines received a lot of play which of course meant the casino was making money. However, in late December they reduced the Jacks of Better game to pay only 2500 for a Royal Flush and reduced the pay tables on Deuces Wild from 125 for a Royal with a deuce to 100 and also reduced from 80 to 60 the pay out for 5 of a kind.
Now, these machines are unused except for episodic players who will only put 1 to 3 coins in the machine. Why would Harrah's make such a seemingly poor business decision?
