That's what they were originally licensed (VLT's) for and that has not changed. The new casinos are licensed for class 3 gaming machines which run off of RNG chips. I found it interesting that prior to the change I would be in one of the racinoes playing VP and I would explain to someone playing next to me that they were not really playing random VP and the majority of them had no idea nor could they understand the concept. It's a complete deception to the customer. It's very obvious which type of machine your playing even to the novice player.
