I'm glad you straightened things out - I was thinking that free games on a website were a different thing than money getting wagered on VP at self-regulated casinos.

That's correct. The point being that you wouldn't have to do any reprogramming under that condition - you would just have to supply different parameters to an existing piece of software. On the +EV side, this is occurring with UX tournament software which can be set way out of line to favor the player in UX tournaments.

Yes it is possible. However, my conjecture is that it allows parameters that result in an RTP below that of the expected RTP for that UX paytable - i.e. a different possibility than the one you put forth. Thus we have exhausted the possibility space.
What's not conjecture is that the RTP for UX tournament software can be altered (in favor of the player for tournament play - if desired).
The other three things that are not conjecture are the large disparity in results that I have experienced between state-regulated and self-regulated environments for statistically significant sample sizes in both environments, my reporting of this fact in this forum, and the posting of my conjectures on why this is happening in this forum (which, to my surprise, appears to be considered trolling by at least two forum members).
