is it ever correct to toss a royal with 3 deuces to go for 4 deuces

If you are playing my favorite game, Loose Deuces, where the 2's pay 2500 then YES.
Otherwise... I can't think of any in normal Deuces or Deuces Bonus. The royal will have a much higher EV in those cases.
Bottom line is, you are going to come away disappointed quite often going for that last 2.
It's not a complete risk, since you'll still win something with three 2's in your hand. You are most likely to come away with a normal 4 of a kind. But the "correct" hold is highly in favor of keeping the royal.

There are also Triple Deuce games that pay 3000 for quad deuces. And some rare Deuces and Joker games that only pay 60 coins (or even 50) for a Wild Royal Flush. In both instances, the expected value of tossing two royal flush cards and holding three deuces is higher than just accepting the Wild Royal payoff.

This is an older picture, but Toledo still has TDW at the $1 & $2 denominations.
