Has anyone done any work on "Power Quads" poker?  Do we know if the feature adds anything to the overall return of the game?

It should. It's a free reward. If we assume that all quads are equally likely (they aren't, but it is a closer approximation than most think), then it takes 17,499 hands on average to get a cycle of all 13 quads for 2000 credits (half a Royal paid more than twice as fast as the average Royal). So this feature would roughly add 2.29% to the game's return.

Considering data from here, I believe this is roughly correct. Paybacks available for this game range from 86.43% (Hi DaBurglar!) to 101.42% (possibly a 9/6 DDB paytable that you would never see in a casino).
