top states for economic growth forecast

an economic group published their forecast for state growth;
-in line with other forecasts, UTAH came out number 1. i have never been there, but sounds like a very nice state to live in. utah has been #1 since 2012.
-NEVADA came in at #4, after being in thirteenth place last year. considering where nevada was 10 years ago, quite a comeback. hmmm, maybe it would have been a good idea to buy a house there years ago, instead of renting.
all of the top five had low tax rates.
finishing at the bottom 5, hawaii, NY, vermont, ILL, CA...no surprise here.
interesting fact from article, UTAH spends the least per pupil on public education, than any other state, yet they have the highest test scores and best results. kinda debunks the idea that increased spending yields better results. wonder how much utah spends per pupil, as compared to baltimore, where in 2017, not a single student in their 6 high schools was proficient in math and english.
