I would think it would be for whoever is in power anywhere in the world. These are plans as far as I can tell to isolate people if all else fails to stop the spread of the virus. Pretty scary stuff. It is all over the internet. In fact Snopes is waiting for a further response from the CDC. Plans are for both the USA and international leaders. As we all know, right or wrong, Trump was not a big fan of the CDC.

You are reading too much into what I said. I just want people to be aware of CDC contingent plans if all else fails. It is up to governments to either try and carry them out or ignore them. As to the guns, there is no doubt the new administration will be trying to restrict private gun ownership of various sorts once they get in power. They will try and pass new restrictions or worse and may even try executive orders. They will propose all kinds of new fees and probably try and tax and or restrict ammo to the hilt.
