As you stated: "All four years are a weening out process." So; people in charge at The Point (and quite possibly The Pentagon) much smarter than you or I, made the decision to keep a majority of the offenders. So, let's see how they perform in the next three years as I am quite sure than even the slightest of Honor's violations committed will get the offender(s) booted out.
