Return on Fast Action Video Poker

Anyone no the return on this game 8-5 jacks or better. I am told its 99.7 but looking for clarification.

From the descriptions I've read it looks like regular VP with progressives for various payouts. If this is true then the return is dependent on the exact value of the progressives and changes over time. Does anyone have more information? Since this is an Action Gaming designed game maybe webman can provide some help.

Wizard of Odds says 98.3. I must be missing something if it's progressive-why would I think that?
