RNG

Can someone tell me at what point does the RNG start and stop. Should the RNG repeat the same card in the next deal. In other words if you get rid of a 4 of Hearts should it come right back in the next deal.

My understanding is that the RNG never stops running. When you hit the Deal button, it selects the cards based on where it is in the sequence. It continues running, and when you discard and hit the draw, it will select cards from that part of the sequence, eliminating any cards that may have been present in the deal.
So if your question is, can a discarded card appear in the DRAW of the same hand, the answer is no. But the next DEAL is a separate event, so the same card that you were dealt and discarded in the previous hand has a 1 in 52 (assuming no joker) chance of coming up again in the subsequent deal.

Thats correct Billy. You cannot draw a discarded card because the sequence continues based on one 52 card deck. Multi play games are no different as each hand is based on one deck.. Good luck and beat the odds.
