Here is the definition given for "casino rate" on a website I found...
If you don’t meet the requirements for a free room you will more than likely qualify for Casino Rate which is another valuable comp that is fairly easy obtain. Casino rate is the discounted price for a room at the casino. This rate is 25 – 50 % off the Rack rate, which is the price you are quoted over the phone when booking a room through normal reservations.
