Whitney I'm guessing it's the close proximity to the stadium that resulted in Lumiere's choice to charge for parking. Why pay upwards of $20.00 for stadium parking when, instead, a stadium patron can park for free and walk two blocks to the stadium?
The Rams left town. Lumiere is far from Busch Stadium and Scottrade Center where pro sports still exist. The reason why they still do this now is all the partiers on Laclede's Landing (a strip of bars/resturants).
And are you sure it's 5 points, whitney? I had to earn 25 points ($250 VP coin-in) in late 2014.
I have found the machine selection in non-smoking sections to be poorer than the offerings in smoking sections.
This is generally what I have found as well.
As for the paid parking in general, I think it generally blows.

I have empathy for anyone who wants to play in a casino and there is no n/s area available.
are all AZ casinos indian owned?
All Arizona casinos are Native American. Only AK Chin is not managed by the tribes. Harrah's has that contract.

As much as I hate the smoke and I do, I have found that as well. My time is evenly split in smoking and non smoking yet less than ten percent of my premium hands and Royals however few have been in the non smoking areas.

Some of my best luck has been at Harrah's Joliet, a fully non-smoking casino per Illinois law. Also the only time I got back to back quads was at McCarran Airport in a non-smoking area...
