The best way to avoid the parking hassles, and unfortunately, some not-so-nice cabbies, is to latch on to a local cabbie that kinda 'doubles' as a limo driver. I use "Mack the Hack" whenever I am there. He is a native to New Orleans, with quite a family history. You call him, and he will pick you up at your hotel, drop you at a restaurant, and about 5 minutes before you are ready to leave, call him and he will come pick you up. If you have time, he may even turn off the meter, and take you for a bit of a tour around the city that he loves.

I agree ever since they got those new machines in HL it has been dead. Only thing that was hitting was the $100 WOF oh and the ATM
