When you booked this cruise did they just "automagically" put you in Harrahs or did you have a choice of CET properties??   
I had a choice, but the logistics that they promised made it 'smarter' to stay at Harrahs, where they bussed everyone to the NYC cruise terminal. In fact, some folks did stay at Caesars before the cruise, and were supposed to be brought over to Harrahs very early that morning. They finally arrived as the LAST BUS was ready to depart for the ship

My move to Caesars on my return was last minute, since I needed to go over there anyway for dinner with my host and the REBA concert.
