From my understanding, what is being tested by state gaming boards is whether the CERTIFIED programing of the RNG has been tampered, or whether additional programming has been added AFTER it has left the manufacturer, such as IGT. I actually spoke with an IGT programmer at the Southern Gaming Conference this year on this very point.

We all concede that it is just bits and bytes, and that anything is possible. The Gaming Boards provide a certification to the manufacturer on that machine, saying that it is operating consistent with the state regulations, based on testing disciplines at the time of manufacture. The field force then tests the machine for any programming augmentations or tampering once it is in the casino. Both Mississippi and Louisiana test EVERY machine in their state's casino at least once a year, per the heads of the respective state Gaming Commissions.

So, how long would IGT, WMS or Ballys be allowed to manufacture VP machines if they designed them contrary to the state regulations?

That's a good question. The history of government regulation of gambling -- and of the broader financial industry in general -- does not inspire confidence. Game manufacturers, the casinos, and state regulators make every effort to prevent players and rogue employees from altering the equipment. That's understandable. On the other hand, I've seen casino limos bringing in hookers, so it's clear they think law is something that can be got around.

A city full of hustlers and shills makes me wary of, well, just about everything even remotely connected to the upper-ups of Hustler and Shill Inc.

Seem different to me. Why is much more of a general conspiracy theorist, but the argument is much more to the point.

Yeah, more or less. I get that impression when 20-somethings have classy hair but are so tasteless to wear evening makeup and evening gowns at noon. Or when they're not dropped off at the door but at the end of the carport, way out in traffic lanes, and don't tip the driver. Of course, it's a dead giveaway when you see the loud hug-fest show that's so popular with Vegas club rats.

  Actually billyjoe that line was given by Goose, Anthony Edwards LONG before he was Dr. Mark Greene. He died in Top Gun and he died in ER. Coincidence or conspiracy?
