billyjoe, I believe the conversation you had with the IGT rep to be accurate. I have read that the old machines did have shadow cards, for the draw. It may be some clever folks figured how to read the shadow cards, and the manufacturers adjusted the machines.  I think it is fair to say that some believe in the integrity of casinos, and others, like myself are not so sure. I only know that a casino visit to play VP, costs me more than it did before the economy collaspsed, casino business nose dived and more casinos opened. When money/survival are in play, some people/companies will do things they may not have done before. We have prisons full of honest folks.    Bad luck..maybe. Something else, you know my opinion.

I'm not sure anyone pulled it off before the change, but even the possibility of anyone being able to predict the "shadow" cards is a good enough reason to change the drawing algorithm.

As for it costing you more...have you stayed at the exact same game/paytable/denomination the entire time? I think many people have gone through this lately because now it's difficult as hell to find "full pay" video poker at levels lower than dollars.

As an example...if you played something like 9/6 DDB for quarters 5 years ago, and now it's 8/5 DDB this year but you're still playing the same amount, your average loss will more than TRIPLE!!!

And of course, you could be having worse luck too, I'm definitely in a Royal drought myself.
