Emerald Island in Henderson has the best pay tables, lots of VP and a good restaurant.

Not in Henderson nor within the City Limits of Las Vegas either. Orleans is in unincorporated Clark County, probably Spring Valley, and therefore technically is a suburban casino. In fact, Strip casinos are not in the City Limits of Las Vegas either but rather in the unincorporated area of Clark County known as Paradise. Then again, who among us cares. Only the Las Vegas/Clark County real estate tax people.

Emerald Isle has decent low-stakes offering --- if you don't mind a very smoky environment. Most of your EV will be in take-out food from their diner.
Orleans is part of Boyd's BConnected system and is very player unfriendly. it does have a few positive games on their weekly 11x point days (worth 0.55% after you've played quite a bit in order to qualify and worth nothing until that point). Most of their games have a significant house edge.
Station casinos used to have some games, but they butchered their slot club when they reopened after the mandatory pandemic closure.
for the highest number of breakeven-or-better games in a wide variety of game types and denominations, you can't beat the South Point. (Also not in Henderson, but not far away.)
