  I read today that the Menominee Nation has, in the pre-design stages, thoughts of building a Hard Rock casino in Kenosha, WI. Estimated cost being thrown about is around $825,000,000.00

Actually it is designed. The project is all ready to go waiting on Scott Walkers approval

So its still technically in pre-design because it hasn't been signed off on to move it up.
