What are the true odds
Since 3 of a kind pays 3 times your bet what would the true payout be if there was no house advantage?

I'm sorry but I don't quite understand the question. In VP there are several pay table elements returning various amounts. Three of a kind is only one of those and occurs once 13.43 hands playing perfect 9/6 JoB strategy. However, if it paid back 13.43 times the bet then the game would already return 100% without considering other winning results.

If there was no house advantage what would the true pay outs be for high pair,2 pair,3of a kind,etc.

If there was no house advantage what would the true pay outs be for high pair,2 pair,3of a kind,etc.
If you want all the payoffs to be inversely proportional to the frequency of each line and no house edge, for Jacks or Better with 5 coins, the payoffs would be:
Whole Coins
Royal Flush 17877.585 18261
Straight Flush 2700.591 2719
4 of a Kind 254.595 259
Full House 51.820 52
Flush 36.926 37
Straight 32.141 32
3 of a Kind 8.335 8
2 Pairs 4.742 5
Pair of Js-As 3.196 3
The second column shows rounded values. The payoffs at the top of this column have to increase so that the house edge is still zero, since rounding affects the bottom values considerably. Note that this table pays off only 3 coins on a 5-coin bet when there is a high pair.
About 1/9 of the return is in the royal flush so this game would be quite volatile with the variance being nearly 25 times that of 9/6 Jacks or Better. Actually, 1/9 of the return is in each pay line, which is how the values were derived.
