Was that Jacks or Better (JOB)? What was the denomination?  You always need to specify the game type or the values have no meaning. For example, 8/5 for JOB returns only 97.3% while 8/5 for Bonus Poker (BP) returns 99.2%. This is due to the fact that BP returns more for certain 4 of a kinds (4oaks). In addition, you will rarely see low denominations games (penny and nickel) return much better than 97% and, often, quite a bit less.
