Came across this at my local Indian casino here in San Diego. Is this a decent game considering two pair only pay 1 versus the normal 2 for a Jack's or Better game? Thanks!

Psychological not statistical.

Just the opposite, you definitely get less 2 pairs on DDB since the optimal strategy is not in favor of 2 pairs.
