Biden released his plan on March 12 and, in fact gave a speech outlying it that day. He has said since the beginning that it would be his number 1 focus. He has given speeches since on it and had it outlined clearly on his campaign site. Was Biden president before yesterday where he could have " declared war" on Covid-19? What could he have done prior to yesterday? He campaigned by setting examples in social distancing and mask wearing. Trump gave up on fighting the virus in April. He held superspreader events many times over. He didn't mention the spread or the deaths at all in the last several months, only the vaccine that "he" created. Trump used the DPA in a piecemeal way. Biden is planning to use it for many purposes.
Biden was "rattled" as you say, because he was asked if 100 million does in 100 days was not shooting high enough. He responded with his "come on, man" line because they had previously been saying he was setting an unrealistic goal.
His mask mandate is for federal places and travel. He can do that.
He plans to raise taxes on corporations and those earning over $400,000. He has a slew of tax cuts for the average person.
According to most economists, we have been in a recession at least since June.
How many of the seven points in his COVID-19 plan has he put into place? How many of these seven are truly achievable? With regard to number five of his plan, the COVID-19 Racial and Ethnic Disparities Task Force, is this to help ease the fears of certain ethnicities because of events such as The Tuskegee Syphilis Study, something put into place during under a Democratic President's Administration?

For full disclosure: I personally have no problem asking people to put a face covering on while inside public buildings and where social distancing cannot be maintained.
As for him getting "rattled," HE IS THE PRESIDENT OF THE UNITED STATES and he should be sticking to his guns and not get "rattled" about a goal he set. If I were him I would have set an even higher goal. It was reported today that Japan has secured enough vaccines for every citizen in their country.
As for taxes, when corporate taxes are raised, don't you think that these higher taxes are passed on to the consumer? The consumer being "the average person?" I am not holding my breath waiting on tax cuts that I may benefit from but I can also say that it will take more than wishes and hot air to pay for his 2 trillion dollar infrastructure plan, hello higher taxes and more debt fueled economy. Seeing as he hates fossil fuels already, how about we just throw an additional 24 cents a gallon federal fuel tax into your tank? Who is going to pay for that? You. As for the "jobs" that his plan will "create?" Smoke and mirrors.
