Most winning plays at video poker are now quite rare. but there are still a few to be found !
Or not so rare, if you are a UX hustler:

Very interesting. If they can increase the overall expected value , what stops them from decreasing it during normal play ?? something to ponder ! Thanks asteroid !!

Here is one method for non-random results (see IGT patent below). A self-regulated casino could migrate this from tournament software into the field.

No problem sir. At a casino that regulates themselves, nothing can stop them. As you can see from the video I linked to, the deal outcomes of UX video poker have been altered in a typical VP tournament. This can be migrated to a non-tournament environment and the deal outcomes can be chosen from a library of scratch hands or other -EV starting points just as they were in the tournament environment where +EV deals were dealt when the casino wants one of their high value patrons (i.e. big loser whales) to win or place highly in a VP tournament.

Nothing to see here. All the six sigma outlier events you, I and a lot of other forum members observe over and over again are just bad luck. The reason I play at these places is that there is no heat on machine plays - they think they have it all sewn up with the rigging. I'll take the 10% actual edge for plays that are 30% edge on paper for the reduction in heat.

I have retained the esteemed firm of Dewey, Cheatem and Howe to investigate all such claims.

I can't think of any other explanation.
