Less the more your bet Atlantic City

I just came back form a trip to Atlantic city.   I play mostly 9-6 jacks or better  25c and 1$ when they give me a mulitplyer.
I was there for   4 nights so I time to visit some of the casinos I don’t play in.   At the new Revel and the updated golden nugget they both had  9-6 machines.   You could play 1, 2 5, or 10 dollars per hand.   The interesting thing I noticed was that the payback was 9-6 for 1 or 2 dollars but it was only 8-5 if your bet 5 or 10 dollars a hand.  I also noticed that in Bally's were I mostly play they had a row of 3 play 9-6 machines but they had a small label on it stating that you need to play 20$ to earn one point.  All the other single line machines you earn a point for 10$ play.   I had always thought that the casinos wanted you to play the higher denominations  machines?  But now I see they will penalize you if you do.   What is the casinos strategy.

Probably to get in as many busloads each day filled with babyboomers from the NYC area who dont know one paytable from the next. Light up the high limit area with lava lamps, put in a half dozen go-go dancers, pump in some Jimmy Hendrix and Janis Joplin hits, and they'll come.
