It's possible that the Indian casino is a Class II machine instead, which could lead to the increased frequency of Royals.One way to test this is at the Indian casino is to find the cheapest video poker machine you can find, put in one credit, and start throwing away winners dealt to you. If you get the value of your dealt winner back or more ~ten times in a row, it's very likely that you're playing a Class II machine and what the paytable says and the strategy doesn't matter. 
Or you see the Genie appear - which is a dead giveaway to Class II..

There are no bingo cards on any of their video poker machines. They are identical to video poker machines found at Vegas type casinos.

Class III machines as we know, in theory, are simply supposed to be (according to Nevada Game regs) a rng and a paytable......nothing else is supposed to enter the equation as far as the player is concerned when he/she/it  sits down to play a typical Video Poker game in Nevada.    But the machines themselves come with utilities and options that can allow end users (i.e. the Casino) to "massage" the results of the RNG for whatever reason or to whatever ends.....
 
BUT AS WE ALL KNOW, They are NOT supposed to do this in Nevada, Unless they are running a promo or some UNIQUE game variant of VP whereby they CLEALRY explain up front to players what exactly is going on.... otherwise, these utilities and options are essentially ignored or even locked out, and this would be one of the things a gaming agent would check if they actually have the time or reason to audit individual machines.....highly unlikely but still....
 
Therefore, it is POSSIBLE that this youngman's run of incredible LUCK is actually a rare instance of a casino setting a class III machine's "options" to be exceptionally generous, which is NOT a no no in most states (and in Nevada, if a casino wants to PAY more out to VP customers, they can do this SO LONG as they actually state up front that a machine is "Looser than normal", Nevada Gaming has no problem with casinos who want to be generous SO LONG as it is open and honest and equally available to ALL patrons.)
 
Most machines nowadays come with easily modifiable game menus and setup screens/options, with User-defined features to allow casinos maximum business flexibility in determining which games to offer.
