Immigrants' wait for IDs, aid getting longer.  ( How Horrible?)

Some immigrants applying for a  identification card or public aid are waiting a week or more for the results of a mandated federal identity check that used to take only a few hours.
Man our system is messed up bad. Some poeple come to this country for the sole purpose of public assistance. And they have never paid a dime into the system. I have lived here all my life and paid taxes and social security every year and it would take so much red tape for  me to collect a check. How do immigrants get it done in a few hours?   Guess who really pays  the tab?
Do you think that if I migrated to say Costa Rica I could get on welfare and free medical at the drop of a hat? How is Cuba this time of year? Would Castro  allow me to collect a check every month?
