"Refer a friend" achievement

I referred a friend before achievements were introduced. When achievements were introduced, I automatically got two other ones that I had earned before, but not this one. Is that how is it supposed to work?

Gold achievements and 2014 TOC qualification were awarded retroactively. All other achievements are only tracked after the release of the Achievements feature.
