Double Bonus VPW question

I am somewhat new to vp and new to the forum. I did a search but did not find an answer to a db strategy question. If this has been covered before I will appreciate someone pointing me to the answer.

When using VPW's DB strategy play why is the 26th ranked hand, FL3 2h with an Average EV of 2.81158600
ranked higher than the 27th ranked hand, RF2 KH with a higher Average EV of 2.86885200? Shouldn't it be the other way around.

I see the same situation with hands ranked 30 and 31.
