Deuce Royals happen a lot more frequently than a Royal Flush without a deuce. Therefore, the difference.

Me, I wanna get a bigger score in DW or JW when I get natural quads or a SF than when it comes with a wild card...it just feels wrong to get the lower payout...

The pay table dictates the Estimated Value (EV) on a game. You can set any hand to any payback that you want, it will just effect the EV of the game.
Using VPW, I changed the DW RF w/deuce to 4000 for max bet, and the EV became 99.573%. If that puts the EV above 99%, it isn't going to happen in most casinos.

I don't know how you could get such a low result. I put 4000 return for a wild royal into the airport deuces (98.91%) pay scale, and it increased the return to about 335%!

Indeed it is and I have NEVER seen the game offered anywhere. The closest I have seen is "Super Bonus Deuces Wild" 40 for 1 when you make quints with only one deuce.
