I personally, would also choose the multi-line option. When comparing the two above options, what also needs to be weighed is in option 1, what the winnings would be if it were a dud hand. The player did not connect on the royal, nor, connect on any of the 3 or 4 face cards making up the 4 to the royal. I think most players would choose option 1 because they're trying to hit jackpots. I would choose option 2 every day, and twice on Monday.
As for availability in Nevada, it is hard to find good multi. Sometimes I have to accept single, but I'm not happy about it.

I'd play multi line if I want to bet bigger but with less volatility. For example I prefer $25 bets playing 10 play .50 denomination instead of single line $5 denomination.
