thanks so much for posting this. if you find an abreviated version, please let me know. recently, someone posted a comment that indian casinos were more regulated than private casinos. i questioned this assertion, stating that i felt most states were only interested in getting their 'cut'.

The only summary is the highlights page at the beginning of the report. The original article I posted looked at the report from an Arizona perspective. Here is another article which discusses some of the findings:

OTABILL,
Thanks for the report link. Didn't take time to read the whole GAO report but am amazed at how the visible the Gaming Commission members are at Coushatta, Kinder, La. Not only are they "suited" and highly visible they seem to appear whenever there seems to be a machine issue.
In a previous post I shared a "jammed ticket" situation which let to multiple suits when the slot tech realized when she got into the machine that the "cash tray" was loose. At least one of the suits was Gaming Commission.
My impression is that Coushatta is extremely transparent and advanced in their processes. Having online posting of "all hand pays" by date, location, machine # and online player account information keeps the impression that things are "on the up". Would be costly to find corruption but would never think it was impossible. Human nature being human nature.

The big casinos in Florida are all currently native owned. These casinos report their revenue in the billions. Florida does not have a gaming commission and does not regulate casino games in any way. I have not seen anything that would cause me to think for a minute that they are rigging video poker games, but it does make me uneasy that we don't even have a gaming commission. When you sell something to the public that is worth billions of dollars in cash, someone should be watching to make sure everything is on the up and up. Florida needs to get serious about this issue.

i am not aware of any gaming commision in NC either. all these states care about is the revenue they receive.

The GAO report puts North Carolina for the state regulatory role in the limited category (the lowest) with the State regulatory agency listed as the Office of the Governor with no funding nor regulatory staff for Indian gaming. Florida is in the moderate (middle category) with the State regulatory agency listed as the Department of Business and Professional Regulation, Division of Pari-Mutuel Wagering with $270,000 funding and 4 regulatory staff.

you are full of useful info. NC only has one casino and FL has 5-6, so the fact that FL allocates a whole $270k, with 4 staff, doesn't say much about either state.all they want is their share of the money. that is all any of the states really want. i have been to cherokee dozens of times and Tampa a couple. these are huge casinos, as busy as any casino i have been to, outside of vegas. both have very friendly staff, and i have seen lots of winners at cherokee, cannot comment on tampa, as i have not been there enough. is there any guarantee all that regulation that the other states apparently have, gives us a better bargain?

I play regularly in Cherokee and at the Tampa and Hollywood Florida Hard Rocks. The quarter video poker odds in Florida are currently better than Cherokee. This wasn't true until recently. For some reason, the Hard Rocks decided to have pity on us quarter players and gave us a few Airport Deuces games. I for one am grateful. It might amaze some people how big and busy these casinos are. Outside of Vegas, I don't think you will find many with that much action. Florida is the perfect state for casino gambling; lots of seniors and tourists with expendable income and practically no competition due to the fact that the closest real casinos are in Mississippi. The Bahamas are nearby but don't even think about gambling there. Bahamian workers are the laziest people in the world and don't give a damn about visitors. Sorry if this seems a bit rough, but it's true.
