What happens if a friend comes up to visit from Mexico and wins some money playing video poker? Does he have to pay taxes or something? Would it depend on the country?

Coming from Canada, got pillaged for 40% of a winning over $1199 last year. The attendant came back with a form for me to sign, so I can try to get it back through the states tax system. That's why I don't play a progressive pot over $1199, or $1 or more slots for a jackpot win, the casino will take half.
