Maybe they don't care about oversaturizing because they plan to overtake the market there and end up on top by providing a better alternative to what is there already.

Not saying they are right but my guess is they did some sort of research leading up to this and decided it was a viable plan. Of course, not all plans are good ones and it will be interesting to see if you are right about their fate.

Or maybe someone dropped a slip of paper in a comments box asking for a new casino and they did it to make the person happy.

There is one other thing I noticed up there. There are several entrances and exits on the main street level he was just opens up into not the best area. I did see a fairly large security presence but in general they just seem to be bored and hanging around.

The over saturation issue is addressed in Arizona the through the Tribal-State Compacts with Tribes that place a ceiling on the number of slot machines (including VP machines) and casinos allowed statewide. I believe this applies only to Class III slots, not class II.
The relevant passages follow:

"Under the Arizona Tribal-State Compacts a maximum of 18,158 slot machines are allowed in the State, including Transfer Agreements (Tribes with Compacts may transfer their slot machines to other recognized tribes, allowing those that do not have casinos, or that are located in remote areas, to receive gaming revenue). Currently there are about 15,000 slot machines in operation. The maximum number of slot machines allowed in any casino is 1,301, and there is a wager limit of $29 per play for most tribes."

"A maximum of 43 casinos in the State. That includes a combined maximum of 29 casinos for gaming tribes that had casinos at the time the Compact took effect in 2003. It also includes a combined maximum of 14 casinos for non-gaming tribes that didn’t have casinos in 2003. If a tribe leases its slot machine rights to another tribe, which many have done, then the number of casinos the first tribe can operate is reduced."
