In fact, there are more jackpots, not less, in high stakes areas because more winning hands are taxable than in lower stakes areas. One of the aggravations of playing higher denominations is the increased tax hassle. That's one of the reasons there is always an attendant (or two) in the high stakes area, to keep the action moving when a taxable hit occurs. They just give you a tax slip, reset the machine, and you're set to go (in many casinos).
Assuming paytables are equal, there will always be more jackpots in the high stakes area.
