I agree. I think it is there as it is because those are the two hands most players care about the most. The odds of hitting the 4 Aces with a Kicker goes down to 1 in 14214 WITH OPTIMAL PLAY in 9/7 Triple Double Bonus, so it is inconsistent. You find yourself really going for it in that game.

It is misleading when it does not indicate with optimal strategy. In 9/6 DDB, if the player holds Ace over unsuited Queen-Jack all the time (only should be done if the 2 penalty cards - one of them is 8 or 9 and both are not a flush penalty with the Ace). The chances of getting 4 Aces with any 2,3,4 gets better, but your overall expected return takes a hit.

EDIT: Also games where good payouts are given for 4 Aces and not does require a kicker such as Double Bonus and Triple Bonus Plus, the odds of 4 Aces improves to 1 in 5030 and 1 in 4249. So they got to indicate DDB.
