I don't know about WI or IA but in MN the compact with the state limits the max payback on VP, I think it is 98 percent. Usually the "best" game in any MN casino is 9/6 DB, followed by 8/5 JB. I cannot recall seeing 7/5 BP, which would return very slightly more than 0.98, but I may be wrong there. Some properties (Mystic Lake for one) have made up for that with, say, 2.5 percent cash back though. And you are correct, the MN compact limits slots to an even lower payback.

WI is limited to 100%. I'm not aware of any limitation in IA but I have never seen a positive game in the 4 or 5 casinos I've visited.

The limit in MN is 98% but a few machines were initially installed where the payback is >98%. These old machines have been grandfathered, that is, allowed to remain as long as they are never removed from the casino floor. The best game is IGT's One-eyed Jacks Wild (aka Two Jacks Wild). This game pays 100.28%. The strategy for this game is among the most difficult anywhere. Still, I've managed to make a small profit playing them over the years. Grand Casinos have the IGT game in several denoms and TI has the same game by Atronics in quarters and dollars.
