Highly recommend the Isle of Capri in Cape Giradeau, Mo., it's on the banks of the Mississippi River in a very nice old style town. They treat you great there and the vp is very good, so are the slots.
Oh I forgot about Cape. That is a nice place. They also offer double STP and ultimate X for as low as 2c which is nice since Phil is mostly a quarter player and could afford multiple lines. The single line games there didn't pay that great at quarters. Unfortunately the only 99% machines there are multiline dollars. :(
It would add time to the route, but he could try Lamberts Cafe on the way to Cape, and then he could visit St Louis casinos as well. Ameristar and Hollywood both have full pay jacks, bonus deuces, and ddb for quarters.
This would be a lot better option than stopping in metropolis. Adds over an hour to the route billy suggested tho, and its a long one already!
A car trip that I have taken Phil, to do some casino hopping, is: Biloxi to Tunica to Metropolis Illinois to Joliet Illinois to Horseshoe Hammond Indiana to Horseshoe Southern Indiana to Cherokee and home.
I'd personally skip Metropolis, but the rest of that is pretty good.
Yeah, the casino isn't that great, but the hotel is very nice.
These are all one day drives apart, and with the exception of the Hammond property, all have pretty nice hotels. They are all CET (Caesars,Harrahs,Horseshoe) properties, and with any kind of TR status, a one night room comp is a lock.

Billyjoe I understand that a hotel is in the works for Horseshoe Hammond, if it turns out to be anything like the hotel that Harrah's built in East Chicago IN then it will be a pretty nice place.

I like the Isle because it's just a few miles off I-55 and as far as choices go for the games I play, the vp there is better than any I've found. I play $2 TDB single line you can't find it anywhere else anymore, I used to play the game in Tunica but it's all gone now. Harrah's doesn't even offer $2 denom anymore except for 1 machine and Roadhouse took them out all together. I can still find $2 denom DDB at The Fitz in the high roller area.

Sounds like I should stop complaining about Mohegan Sun in Ct. They still have about 300 98.5-99.5 25 cent and up machines even though they don't pay player's points on those. Now only if I could get those machines to match the long term percentages, I would be happy...Hmmmmm...I know I am playing correctly and only make a couple of slip ups a day from playing too fast...hmmmmm...

That would be great. When Harrahs had that East Chicago property, I used to stay at that hotel a lot.
